<p class="MsoNormal" style="text-align:justify;margin:0;"><span style="font-size:10pt;"><font face="Times New Roman">The Program Officer for the West Africa/Great Lakes Regions core responsibility is to manage program support for eight countries in the region (Cote d’Ivoire, Liberia, Guinea, Sierra Leone, Burundi, Rwanda, Tanzania, and Columbia). Additionally, the Program Officer for West Africa/Great Lakes will work in coordination with the other Africa regions to identify commonalities and strengthening linkages in the IRC Africa portfolio.<span>  </span>The Program Officer will also provide representation in IRC’s NY headquarters, Washington and European affiliate offices. In support of the overall enhancement of programs in West Africa/Great Lakes, the Program Officer will be tasked with strengthening regional funding opportunities with donors, development of partnerships, and advocacy initiatives.<span>  </span></font></span></p>

Médecins Sans Frontières Campaign for Access to Essential Medicines</p>

<p>SUMMARY:<br />
The Campaign for Access to Essential Medicines is an international project of Médecins Sans Frontières.  The project aims to stimulate the use and development of innovative medical tools in order to improve the quality of life and health of people suffering from preventable or treatable diseases through effective advocacy and communications.<br />
We seek a seasoned communications professional with experience working with NGOs, international organisations, universities/research institutions, or in the humanitarian aid, health, medical, or pharmaceutical sectors.</p>
<p>FUNCTIONS:<br />
The Communications Officer will work with the team to enhance the Access Campaign’s visibility.  S/he will be a flexible team player, able to conduct research, draft outreach materials and make creative use of the web and other new media tools.  The individual will collaborate with members of the broader MSF movement to develop public campaigning strategies and will be confident liaising with both the media and with other stakeholders.</p>
<p>RESPONSIBILITIES:<br />
·  Research and compile information relevant to the Access Campaign’s activities;<br />
·  Coordinate the production of press and public outreach materials for use by MSF staff (e.g. press releases, backgrounders, op/eds, articles, reports, web materials and images);<br />
·  Develop content and recommendations for updates to the Access Campaign website;<br />
·  Develop and coordinate use of web/new media-based outreach tactics;<br />
·  In collaboration with MSF staff, translate complex science and health issues into persuasive terms for the media and other audiences, ensuring medical and scientific accuracy;<br />
·  Contribute to production of external newsletter, published twice per year;<br />
·  Act as press officer for specific projects, including international conferences and events;<br />
·  Pitch stories and opinion pieces to media;<br />
·  Create/edit presentations on various Campaign-related topics;<br />
·  Provide writing and editing support to communications and advocacy colleagues;<br />
·  Contribute to maintenance of a steady flow of internal communications throughout MSF network, HQ and field, including the publication of a monthly internal newsletter.</p>
<p>QUALIFICATIONS:<br />
·  Experience with public outreach/awareness-raising campaigns;<br />
·  Experience drafting, writing and editing research-based materials;<br />
·  A track record of building and managing successful relationships with external stakeholders and/or the media;<br />
·  Good presentation skills;<br />
·  Strategic thinking and planning ability;<br />
·  Works well as part of a small team;<br />
·  Flexibility and ability to manage many tasks simultaneously;<br />
·  Proficiency in English to mother-tongue standard;<br />
·  Demonstrated track record of problem-solving/seeking solutions to challenges;<br />
·  Experience in the fields of health, medicine, the pharmaceutical industry and/or international humanitarian aid an asset;<br />
·  Experience liaising with members of governments, pharmaceutical companies, NGOs, and/or multi-lateral organisations an asset;<br />
·  Experience with MSF an asset;<br />
·  Ability to read and speak Spanish, French/other languages an asset.<br />
·  Degree in international relations, political science, communications, health/medical/science or law an asset.</p>

Current programs broadly encompass child protection, education, gender-based violence, community development and empowerment, and health. IRC’s primary donors in Sierra Leone include the European Commission, UNHCR, USAID, Irish Aid, US Department of Labor, CIDA, SV and the NoVo Foundation.</span></p>

<p class="MsoNormal" style="text-align:justify;margin:0;"><span style="font-size:10pt;font-family:Arial;">Since peace was declared in early 2002, IRC has focused on post-conflict development and reintegration services for Sierra Leoneans returning home from neighboring countries, as Sierra Leone is now a country in transition from relief and rehabilitation to development. The IRC country program is managed from the head office in Freetown and has three field offices in Kenema, Kono and Kailahun.</span></p>
<p class="MsoNormal" style="text-align:justify;margin:0;"><span style="font-size:10pt;font-family:Arial;"> </span></p>
<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">IRC’s Child and Youth Protection and Development (CYPD) portfolio in Sierra Leone currently includes two programs. The <em>Countering Youth and Child Labor through Education (CYCLE)</em> program is a four-year United States Department of Labor funded initiative </span><span style="font-size:10pt;font-family:Arial;">aiming to prevent and respond to exploitative child labor by providing educational or skills training opportunities for children and youth in Sierra Leone and Liberia. The </span><em><span style="font-size:10pt;font-family:Arial;">LEGACY Initiative</span></em><span style="font-size:10pt;font-family:Arial;"> is a five-year NoVo Foundation funded program aimed at developing and mainstreaming education innovations that provide marginalized children and youth access to relevant and protective learning and development opportunities in the countries of the Mano River Union (Liberia, Sierra Leone, Guinea) and Cote D’Ivoire.</span></p>

<p class="MsoNormal" style="margin:0;"><span style="font-size:10pt;font-family:Arial;">The CYPD Coordinator is a key position in the IRC Sierra Leone programs department. S/he will work under the direction of the Program Coordinator as the primary focal point for all child and youth protection and development programs in Sierra Leone.</span></p>

<p style="margin:0 0 0 1in;">&nbsp;</p>

<p style="margin:0 0 0 1in;"><span></span></p>
<p style="text-indent:0.5in;margin:0;">The Program  provides the opportunity for professional development through on-the-job  experience and exposure to the Bank Group&#8217;s operations and policies. Each year,  about 30 candidates are accepted into the Program. Since 1963, the Program has  hired more than 1,000 Young Professionals from nearly 90 countries. Two-thirds  of them still work in the organization.</p>
<p style="margin:0;">&nbsp;</p>
<p style="text-indent:0.5in;margin:0;">Young  Professionals start with two rotational assignments in different departments,  totaling between 12 to 18 months &#8211;experiences that provide a broad overview of  the Bank Group&#8217;s work. Treated as full-fledged staff members with specific  responsibilities, the Young Professionals are expected to make significant  contributions to the work program of their departments. Each rotational  assignment normally involves at least one field trip. Incoming YPs who have not  had extensive field experience are also encouraged to participate in an  immersion program in a village or urban slum soon after entry into the Bank.</p>
<p style="margin:0;">&nbsp;</p>
<p style="margin:0;"><span>             </span>Competition is intense, with about 10,000 applications received for each  year&#8217;s 30 or so positions. Most of the candidates exceed the minimum criteria.  Young Professionals are on average 31 years of age, and those with Master&#8217;s  degrees typically have an average of five and a half years work experience in  areas relevant to the Bank Group&#8217;s operations.<span>   </span>Those with a Ph.D. average four  and a half years work experience.<span>   </span>Most of the candidates are familiar with issues facing developing  countries because of work experience, focused study, or extended periods living  and traveling in developing countries.</p>
<p style="margin:0;">&nbsp;</p>
<p style="text-indent:0.5in;margin:0;">Applicants  must first submit a resume in English. Based on this information &#8211; and in some  cases preliminary interviews &#8211; about 800 candidates are asked to submit detailed  application packages which include academic transcripts, and, references. About  130 candidates are then selected for final interviews with senior Bank Group  staff in November and January of each year. Based on these interviews,  appointment offers are normally made in March, with candidates expected to join  the Program in September. Those selected must meet the high standards of  professional competence demanded of all Bank Group staff. There are no quotas.  However, the Bank is committed to diversity and welcomes qualified women and men  to apply representing a wide range of nationalities, skills as well as  schools.</p>

			<content:encoded><![CDATA[<p><span style="font-size:12pt;">The <strong><u>Inter-American Dialogue</u></strong>,  Washington, DC, is seeking an Associate for Social and  Economic Policy.<span>  </span>The Associate will  have chief responsibility for designing and producing the Dialogue&#8217;s first  Social Report Card for Latin America. The  Social Report Card will assess the extent to which the region&#8217;s governments have  adopted economic policies that are likely to benefit low-income groups and  narrow the gap between rich and poor. It will emphasize macro- and  micro-economic policies over traditional social policies. Responsibilities will  include:</p>
<p></span></p>
<ul>
<li><span><span>Becoming conversant with    current literature on poverty and inequality in Latin    America.</span></span><span>    </span></li>
<li><span><span>Identifying, collecting    and organizing data on key indicators of poverty and    inequality.</span></span><span>    </span></li>
<li><span><span>Disaggregating and    clarifying recommendations associated with approximately six policy areas    associated with social and economic development (in such areas as taxation,    fiscal policy, education, labor markets, discrimination, and public services)    and converting them into measurable indicators.</span></span><span> </span></li>
<li><span><span>Commissioning background    studies and data sets on these indicators from policy specialists throughout    the region.</span></span><span>    </span></li>
<li><span><span>Developing and producing    a report card based on those assessments.</span></span><span> </span></li>
<li><span><span>Producing a series of    policy briefs that bring attention to (and mobilize support for) key issues in    social policy.</span></span><span>    </span></li>

QUALIFICATIONS:</span></strong><span style="font-size:12pt;"> Graduate degree in the  social sciences (economics preferred); experience working on economic and social  policy issues related to Latin America, fluency in Spanish and English  (Portuguese a plus); Strong conceptual, written and oral communication skills;  excellent analytical skills; a background in hemispheric affairs; familiarity  with economic policy literature and data; and experience working or living in  Latin America.</span></p>
