Job Description


SUMMARY:
The American Red Cross is seeking a highly motivated Program Officer to provide significant planning, design and implementation support to disaster management activities in all regions of International Disaster Response including Asia, Africa, Middle East, Europe and Latin America. As the ARC seeks to provide improved accountability, oversight and efficiencies in its work, we require an individual who can produce high quality work in a fast-paced environment with little direct oversight.

RESPONSIBILITIES:
Respond to international disaster situations and support the development of international emergency response and early recovery strategies with Regional Managers/Directors in areas of assessments and monitoring, logistics, relief distributions, and national society disaster preparedness and readiness. Effectively manage complex relationships with International Services, with cross-functional units at NHQ and with the International Federation. Understand and operate in compliance with organization’s rules and regulations with a particular focus on coordination with relevant business units on operational and compliance matters. Perform administrative, fiscal and inventory duties as needed to support program operations. Monitor regional and country-specific programs with emphasis on collecting and analyzing data, generating reports and advising on opportunities, problems and consequent course-correction. Assist Regional Managers/Directors in identifying donor interest for targeted countries, assist with grant research and drafting of emergency and/or development activity proposals for submission to a wide spectrum of donors. Work closely with the Information Analyst in monitoring, researching, recording, tracking, and dissemination of all information generated by regional disasters, industry trends and conflict situations.

QUALIFICATIONS:
Bachelor’s degree in relevant field required. Three to five years experience (preferably overseas) in emergency humanitarian response. English fluency required and fluency in additional foreign languages useful. Experience working within the Red Cross/Red Crescent Movement preferred but not essential. Strong computer, organizational, and information management skills. Must be adaptable to change and have the ability to work in an environment of diverse languages and cultures. Commitment to quality and accountability. Strong verbal and excellent written communication skills necessary. Operational flexibility is required to meet sudden and unpredictable business needs. Long hours, evening and weekend work sometimes required especially during disaster response operations. Familiarity with evolving humanitarian industry standards essential.
